How do you know if it is a virus, your provider (Verizon) or your computer?

I have virus protextion and firewalls. The internet is cutting out at times and I get that wonderful message about not being about to connect at this time. This can be minutes or hours. I am also having trouble getting email now. Sometimes I have static on my line but when I went to the NIB box to check it with a phone it was fine. Of course that might have been a time when it was behaving. How do you know what is what.. BTY when I talked to my daughter she said she was having similar problens with hers in another state.. Any help or suggestions are appreciated.
How do I get a live person at Verizon as it is all automated and they want you to do your own tests to check and see if it your fault first. Then they say they will may have to send a tech out and that I would have to pay for the service call. Sooo frustrating.

ask your ISP to do a line check explain the problem could be something between your house and the service box in both cases. remember your paying for the service so if it's not right call and have them fix it or give you credit
